Four Mansfield Police SWAT members were involved in the fatal shooting of Michael Oswalt II in the early morning hours of Saturday's hostage incident in the 200 block of Cline Avenue.

Mansfield Police Chief Jason Bammann noted in a news release Tuesday, among other things, that Oswalt released two children during the three-hour negotiations.

How deadly the shooting ended

When officers tried to make contact with a man they identified as Oswalt, he closed the door and barricaded himself and two children inside, police said. According to Bammann, a woman managed to get back into the apartment through the back door. Officers established communication with Oswalt. Hostage negotiators and the Richland County ASORT team arrived to begin negotiations.

A short time later, the woman was able to escape through the back door, where SWAT operator Sgt. Shane Gess, Sgt. Michael Haines, Sgt. Joseph Gladden and officer Paul Webb were moved into position, Bammann said.

“The male suspect was observed chasing the victim and was armed with one or more knives. Less lethal ammunition was fired at the suspect, with little or no effect. Emergency responders were then forced to use lethal force to stop his actions. SWAT paramedics were on duty.” “We immediately recognized the scene of the accident and immediately initiated life-saving measures, but these were unsuccessful,” said Bammann.

The Ohio Bureau of Criminal Identification & Investigation and Richland County prosecutors arrived at the scene. BCI will take over the investigation.

A concerned neighbor said he heard fighting coming from a residence in the 200 block of Cline Avenue early Saturday morning and called the city's 911 emergency number in fear for her life,” according to the 911 call obtained by the News Journal via an inquiry received public records.
